What the program measures

Our summary translates published program concepts into monitoring requirements. The network’s current official rules, notices, regional requirements, and determination always control.

Combined fraud and disputes

The published VAMP ratio adds qualifying TC40 fraud reports and TC15 disputes, then divides that count by TC05 settled card-not-present transactions for the applicable period.

Count and ratio conditions

A ratio by itself may not establish a category. Published regional and portfolio conditions can include minimum monthly event counts, different thresholds, exclusions, and effective dates.

Enumeration activity

Visa separately measures enumerated authorization attempts against total authorization attempts and applies a transaction-count condition. Both activity and volume context matter.

From rule language to an operating signal.

quotasq maps settled transactions, qualifying fraud reports, disputes, authorization attempts, exclusions, merchant hierarchy, region, and reporting period into an effective-dated calculation. Each result retains the inputs and rule context used to produce it.

Monitoring can show the current ratio, the distance to a selected guide threshold, count-gate status, changes over time, data freshness, and exceptions that require review. Customer-approved rules determine who sees an alert and what action follows.

The public fact sheet is a useful guide, but it is not the complete operating rule set. Exclusions, Visa extracts, geography, program status, effective dates, and non-public communications can change a result.

Gateway, processor, and network data can arrive at different times and through different delivery methods. Network interruptions, transfer failures, incomplete files, delayed reporting, identifier changes, and other continuity issues are realities for every service provider.

quotasq validates expected delivery and freshness wherever the source permits. When we become aware of an issue that may affect monitoring, we work to notify impacted customers proactively, identify the affected source or period, and resume or remediate processing when the required data becomes available.

Alerts and dashboards should be understood in the context of their displayed source, reporting period, and last successful processing time.
